Professor David BISHAI
Director
School of Public Health, The University of Hong Kong

Professor David Bishai is Clinical Professor in Public Health and Director of the School of Public Health, The University of Hong Kong. Prior to joining HKU, Professor Bishai had served as Professor at the Johns Hopkins Bloomberg School of Public Health for 27 years and served in the government as a health officer for the state of Maryland in 2021.

Professor Bishai maintains certification by both the American Board of Internal Medicine and the American Board of Paediatrics. He received his Bachelor of Arts from Harvard in Philosophy and Physics, his Master in Public Health from the University of California at Los Angeles, his Medical Doctorate from the University of California at San Diego, and his Doctor of Philosophy from the Wharton Business School at the University of Pennsylvania.

Dr Wai-lun CHEUNG
Director of Strategic Purchasing Office & Project Director of the Chinese Medicine Hospital Project Office

Dr CHEUNG Wai-lun is the Director of Strategic Purchasing Office & Project Director of the Chinese Medicine Hospital Project Office under Health Bureau of the HKSAR Government.  He is leading the development of strategic purchasing in procuring healthcare services from the private sector for driving better health of the community and enhancing sustainability of the healthcare system. He is also responsible for the planning, development, designing, building and commissioning of the first Chinese Medicine Hospital in Hong Kong.

He is also the former Director (Cluster Services) of the Hospital Authority.  His main work portfolio covered service operation, public-private partnership programmes, integrated clinical programmes, drug management, professional grade management and Chinese Medicine development.

Dr. Cheung has excellent expertise in healthcare system & hospital management and broad exposure through his wide job portfolio from frontline clinician, hospital & cluster chief executive to the then Director in Cluster Services.  He had also been members of various government advisory committees, and with extensive experiences with outside commercial & non-government organizations, professional bodies, academic institutions, district councils, Legco & media.

Dr. Cheung is also an expert in Emergency Medicine with clinical practice of more than 20 years. He had been actively promoting the A. & E. services development & professional image during his clinical career. He is a Fellow of the Hong Kong College of Community Medicine (FHKAM (Community Medicine)), the Hong Kong College of Emergency Medicine (FHKAM (Emergency Medicine)) and the College of Surgeons of Hong Kong (FHKAM (Surgery)).  Dr. Cheung was also appointed as Justice of Peace and received the Chief Executive's Commendation for his excellent work for the community.


Dr Helen PARSONS CSC

The Royal Australasian College of Medical Administrators (RACMA)

Dr Helen Parsons CSC is President of the Royal Australasian College of Medical Administrators (RACMA). Helen has worked in rural and urban health service settings in the public sector, Correctional Health Services, Immigration and the Australian Defence Force. She currently works as District Director Medical Services at Nepean Blue Mountains Local Health District and has responsibilities for medical administration across tertiary, regional and rural hospitals. Helen has interests in strategic development of health services, clinical outcome improvements, clinical governance, workplace culture, mentoring, coaching and professional development of medical leaders.


Dr Darrell DUNCAN

Dr Duncan’s background is with the Department of Defence including time as a full time uniformed medical officer (now in the reserve), contractor and public service. He has also worked in the NSW public health system in an Area Health Service as well as the Department of Health. He has post graduate qualifications in health informatics, public health, health administration and clinical epidemiology. He lives on the Central Coast of NSW with his wife.

Current Positions
  • Director, Strategic Clinical Assurance & Ethics, Joint Health Command - Level 4 Medical Officer in Australian Public Service. Responsibilities include provision of advice on provision of health care to Australian Defence Force personnel, fitness for service in the Australian Defence Force, Clinical Quality and Safety, national clinical quality improvement projects and the Executive Secretary of the Departments of Defence and Veterans’ Affairs Human Research Ethics Committee. Have been with Joint Health Command in various senior medical officer roles since 2006
  • Medical Advisor, Directorate of Military Medicine (Army Reserve appointment; 2004 – present; rank-Brigadier) preparing clinical summaries of Australian Defence Force personnel who are considered medically unfit for further service.
  • General Practitioner: Still undertaking sessions in General Practice when able



Professor Eliza Lai-yi WONG

Prof Eliza Wong is a Registered Nurse of Canada and Hong Kong. She obtained her Bachelor of Science in Nursing from The University of British Columbia in Canada and then completed her Master of Public Health at The Chinese University of Hong Kong (CUHK). She further pursued her PhD at CUHK with focus on the implication of Chinese medicine in public health. Also, she is an Accredited Mediator of Hong Kong International Arbitration Centre and Hong Kong Mediation Accreditation Association Limited.

Prof Eliza Wong’s research interests are the patient-reported outcome measures (PROMs) including patient experience, and health-related quality of life using EQ-5D-5L HK at both individual and health system levels. To further enhance patient-centred care, she has done research to prove the validity and sensitivity of HPV self-sampling in order to advocate self-care and enhance the coverage of cervical cancer screening. Prof Wong has rich experience on surveying and expertise in the area of patient experience on quality of care. In 2009, she has been taken up the responsibility of developing the first locally validated tool for measuring population-based patient experience in collaboration with the University of Oxford in Hong Kong. And she led her research team to conduct the first benchmark patient experience survey in all public hospitals in Hong Kong to inform continuous quality improvement. She was visiting scholar of the School of Public Health, University of Oxford in 2012 to exchange and translate knowledge on patient experiences, satisfaction and PROMs. She obtained a research grant to develop and validate the Hong Kong version of EQ-5D-5L HK for adults and also EQ-5D-3L for children and its proxy version, and establish a valuation set for the Hong Kong population. In addition, Prof Wong has obtained grants from the Hong Kong Jockey Club Charities Trust to improve population health by promoting intergenerational relationships and strengthening primary care.

She has published more than 160 papers in peer-reviewed academic journals. She has obtained research grants from the local government, Hospital Authority, international academic organizations, donations and pharmaceutical companies. She is a core research member of the World Bank Research Hub and Faculty of Health Science of The University of Sydney in 2015. She also serves in the editorial boards of several international scientific journals including as Assistant Editor for Hong Kong Journal of Nursing; and as key members of various organizations including Education Bureau, Hong Kong College of Health Service Executive, The Family Planning Association of Hong Kong, etc.


Professor Hong FUNG
Executive Director and Chief Executive Officer

Dr Hong Fung is Executive Director and Chief Executive Officer of CUHK Medical Centre (CUMC), and Professor of Practice at the Jockey Club School of Public Health & Primary Care (JCSPHPC), The Chinese University of Hong Kong (CUHK).

Before he joined CUHK in 2014, Dr Fung was Cluster Chief Executive of the New Territories East Cluster and Hospital Chief Executive of the Prince of Wales Hospital at the Hospital Authority (HA) from 2002 to 2013, overseeing the management and operations of 7 public hospitals.

Prior to that, he worked in the HA Head Office and was responsible for the planning and development of the public hospital services and facilities for over a decade. He spearheaded the development of HA’s Clinical Management System and electronic patient records.

On the professional side, Dr Fung was the Chief Censor (2010-2013) and President (2014-2018) of the Hong Kong College of Community Medicine. Dr Fung is well recognised for his expertise in medical leadership, health planning, health informatics and health services management.


Dr Maria Kwan-wa LEUNG

Service Director in Primary & Community Health Care

Dr Maria Leung is a family medicine specialist. Currently, she is the Chief of Service in Department of Family Medicine as well as the Service Director in Primary & Community Health Care in New Territories East Cluster, Hospital Authority. She is also the Honorary Clinical Associate Professor of both the Chinese University of Hong Kong and the University of Hong Kong. In addition, she is the Council Member of the Hong Kong College of Family Physicians. Being a member of Coordinating Committee in Family Medicine in Hospital Authority since 2012, she has participated in the development of many chronic disease programmes for the community, including the Risk Assessment and Management Programme (RAMP) for the hypertensive and diabetes, Nurse and Allied Health Programme for the Respiratory disease and smoking cessation programme. Recently, Maria and her team is also actively bringing smart technology into the service for the community.


Dr Alexander Man-tat NG

Alex's personal mission is to support the under-privileged, the under-served and make this world a more equitable place.
Alex is currently leading Tencent Healthcare to support healthcare industry’s digital innovation and transformation. Tencent Healthcare currently connects and smoothens the process of accessing online and offline healthcare services for individuals on Tencent Healthcare mini-program, and also provides AI and cloud solutions to health agencies, hospitals, medical institutions, and pharmaceutical companies.
Alex serves as an expert on the WHO Digital Health Technical Advisory Group and Honorary Professor at University of Hong Kong. Before joining Tencent, Alex was the deputy director for Health Innovation and Partnership at the Bill & Melinda Gates Foundation and associate partner at McKinsey & Company.
Alex is a trained physician from New Zealand where he served as the chief resident at Middlemore Hospital in Auckland. He received his medical qualifications from University of Auckland, a Master of Public Health from Harvard and Postgraduate Diploma in Health Informatics from University of Otago.
